QHSE Manager

Lancashire

Permanent role

Competitive Salary (c£65,000)

We are currently seeking a QHSE Manager to join our client's site leadership team. This is a role focused on leading and developing the site’s Quality, Health, Safety, and Environmental framework.

You will be responsible for driving a practical, risk-based approach to safety, environmental management, and operational performance, helping ensure the site maintains a safe, compliant, and efficient operation.

What you’ll do:

As a QHSE Manager, you will be a key strategic and technical contributor, ensuring that controls are highly effective in practice and not just documented on paper.

Regulatory Compliance: Ensuring strict adherence to COMAH, COSHH, environmental permits, and relevant UK legislation, acting as the primary interface with regulators like the Health and Safety Executive (HSE) and Environment Agency.

Process Safety & Risk: Developing and maintaining risk-based systems (COSHH, TBRA, HRA) aligned to COMAH requirements, ensuring SOPs reflect real-world site operations ("work as done vs work as imagined").

Environmental & Health: Leading environmental monitoring, permit compliance, and workplace exposure monitoring (WEM) alongside health surveillance programs.

IMS Governance: Maintaining and continuously improving the Integrated Management System (IMS) aligned to ISO 9001, 14001, and 45001, whilst owning the internal audit programme.

Culture & Leadership: Driving a positive, practical safety culture across all levels, managing the Management of Change (MOC) process, and supporting emergency planning scenarios.

Your background:

We are looking for a practical, rigorous, and engaging leader used to managing risk within a high-hazard, regulated manufacturing environment. This role is ideal for an experienced QHSE professional looking to make a significant impact on site culture and operational excellence.

Education: A relevant professional qualification in Occupational Health & Safety (e.g., NEBOSH Diploma) or environmental management, or a closely related technical discipline.

Technical Experience: Proven experience managing QHSE within a top or lower-tier COMAH site is essential. Direct experience with process safety, human factors, and complex risk assessments is required.

Regulatory Knowledge: Strong working knowledge of UK health, safety, and environmental legislation, alongside direct experience interfacing in meetings with external regulatory bodies (HSE/EA).

Skills: Robust leadership and "on-the-floor" engagement skills, with the ability to challenge norms, manage contractors, and translate complex compliance data into practical site actions.

Attributes: A methodical approach to problem-solving, excellent communication skills to influence senior stakeholders, and the authority to confidently stop unsafe work when required.

This role offers a fantastic opportunity to build a career with a stable, growing manufacturer in the heart of Lancashire, providing exposure to major hazard management, investment decision-making, and professional development.
